Arcelor Brasil's sustainability translates into high corporate governance standards, the establishment of ambitious eco-efficiency goals, the guarantee of employee health and safety, and continuous interaction with communities and all stakeholders.

The result of the integration of Belgo, CST and Vega do Sul-three of the most competitive companies in the Brazilian steel industry-Arcelor Brasil has been a strong leader since its inception. In addition to uniting shares, its creation multiplies talents, values, and principles built solidly throughout the history of the three companies. These companies complement each other in terms of excellence in the area of relationships, processes, products, management models, solid financial positions, and complete commitment to social and environmental responsibility. This is the basis of our sustainability.

The growth discerned on the horizon is both our greatest motivation and our greatest challenge. Arcelor Brasil's objective is to be the preferred supplier for the Latin American market, offering efficient, quality, low-cost steel solutions. Our activities are directed at meeting the needs of our clients in advance with appropriate, competitive products, generating value for shareholders, employees, and society in general. Current growth is due to full adherence to sustainability principles, with policies and practices converging to results that satisfy the interests of all stakeholders.

The vision that guides Arcelor Brasil extrapolates the limits of time and territorial space, combining global insertion with the preservation of regional ties. It respects cultural diversity, thus increasing the company's power for social transformation by acting permanently, ethically, and transparently.

This Arcelor Brasil Sustainability Report provides information on the company's activities in the country from January 1, 2005 to December 31, 2005.

Even though the subsidiaries Belgo, CST, and Vega do Sul have already released specific reports, this is the first time Arcelor Brasil-a company formed in 2005-has published a sustainability report consolidating the economic, social, and environmental information for all of its operations.

This report uses the directives established in the Guide for Preparation of Social Balance Sheets published by the Ethos Institute for Companies and Social Responsibility; therefore, it is a first step in the adoption of an international model for preparation of reports formulated by the Global Reporting Initiative (GRI). Arcelor Brasil is committed to adhering to the international model as soon as the new version of GRI guidelines, the G3, is released-expected in October, 2006.

When developing this report, Arcelor Brasil chose to use a more journalistic format rather than that usually used in annual reports. The objective was to make reading the text more attractive to the different stakeholders, including shareholders, investors, financial institutions, clients, employees, retired employees, suppliers, communities, cultural organizations, professional associations, public agencies, the government, non-governmental organizations, environmental organizations, educational and research institutes, the media, and other societal representatives.
